Add localized description field for shipping method

To be able to describe a shipping method in different languages, the following changes have been made:

• [API] Added the localizedDescription attribute to the ShippingMethod and ShippingMethodDraft representations.
• [API] Added setLocalizedDescription action.
• [API] The attribute description as well as the setDescription action has been deprecated.
